Use jobs.utah.gov for everything. Utah DWS consolidated UI and workforce services into a single portal. Bookmark it for filing, certifying, and tracking work search.
Document weekly job search. Utah audits work search records. Keep a written log with date, employer, position, and contact method for every week claimed.
File during off-peak hours. Utah's portal has occasional outages during peak filing periods. Early morning or late evening sessions are most reliable.

Every state has a Governor's constituent services line, and they treat unemployment delays as a routine constituent issue. This works in every state. It is the single most effective workaround for phone-system gridlock that I learned through experience.
